Although the petition itself is a public document, it may not be considered an “open” record. Per discussion with the Auditor of States Chief of Staff, in July 2022, a public record is not always an open record. We must evaluate the request for a copy of the petition under section 22.7(18) of the Code of Iowa, which may exempt it from being disclosed. However, the concerns and the initial petitioner are always considered confidential per section 11.42 of the Code of Iowa, even after completion of the engagement.
